For two weeks, delegates from around the world attempted to make progress on the most urgent issues: adaptation, finance, emissions reduction, and a just transition. The result: several major impasses and numerous issues deferred to COP31 in Antalya this November—a signal of the state of climate multilateralism in growing geopolitical tensions.
